Useful pattern
To ask why something is still in a state, use 为什么还…？ (wèi shén me hái…?) 'Why still…?' For example: 为什么还显示计费中？ (Wèi shén me hái xiǎn shì jì fèi zhōng?) 'Why does it still show still charging?' 为什么还是待确认？ (Wèi shén me hái shì dài què rèn?) 'Why is it still pending?' Add 我 already did something with 我已经…了: 我已经关锁了。 (Wǒ yǐ jīng guān suǒ le.) 'I already closed the lock.' Combine them: 我已经关锁了，为什么还显示计费中？ This pattern is direct but polite enough for app chat or a phone call.
When to use it
Use 刷新 first when you see 待确认 or 计费中. Say or think: 我先刷新一下。 (Wǒ xiān shuā xīn yí xià.) 'Let me refresh first.' If the status does not change after a short wait, contact support: 我要联系客服。 (Wǒ yào lián xì kè fú.) 'I want to contact support.' When you reach a person, describe the facts: 我已经还车了，锁也关了，但是还显示计费中。 (Wǒ yǐ jīng huán chē le, suǒ yě guān le, dàn shì hái xiǎn shì jì fèi zhōng.) 'I already returned the bike and the lock is closed, but it still shows still charging.' Then ask: 能帮我查一下吗？ (Néng bāng wǒ chá yí xià ma?) 'Can you check for me?' This keeps the tone cooperative.

In app support chats, opening with 你好 and stating facts calmly works better than demanding an immediate fix. Use 您 (nín) with staff you do not know; 你 (nǐ) is fine with friends. Avoid accusing the company; say what you see: 还显示计费中. Staff may ask for 订单号 (order number) or a screenshot. Keep the tone factual and patient.
One thing to watch for
Saying 我还车了 to mean 'I still returned the bike' by confusing 还 (hái, still) with 还 (huán, return).
Try this instead: 还 has two common readings. In 还车 (huán chē) it means 'return'. In 还是 (hái shì) or 还显示 (hái xiǎn shì) it means 'still'. So say 我已经还车了 (Wǒ yǐ jīng huán chē le) for 'I already returned the bike', and 还显示计费中 (hái xiǎn shì jì fèi zhōng) for 'it still shows still charging'.
