Useful pattern
A common beginner pattern is a noun plus 이에요/예요 or a descriptive verb ending in -요. For weather, you can say 날씨가 좋아요 (the weather is nice), 날씨가 추워요 (the weather is cold), or 날씨가 더워요 (the weather is hot). To invite agreement softly, add -네요: 좋네요, 춥네요, 덥네요. These endings keep your tone polite and conversational.
When to use it
Use these lines when you meet a neighbor, classmate, coworker, or shop staff and want a brief, friendly opening. For example, after 안녕하세요, say 오늘 날씨가 좋네요. If the other person answers 네, 정말 좋아요, you can add 맞아요 and one short detail, then close with 그럼 이만 가 볼게요. Avoid asking many follow-up questions; two or three exchanges are usually enough for light small talk.

Korean small talk often uses -네요 to sound soft and agreeable rather than blunt. A brief weather exchange is normal with acquaintances and even strangers in elevators or shops, but it is usually short. Ending with 그럼 이만 가 볼게요 and the correct goodbye shows respect and avoids seeming abrupt.
One thing to watch for
Using 안녕히 계세요 when you are the one staying and the other person is leaving.
Try this instead: If you are leaving, say 안녕히 계세요 to the person staying. If the other person is leaving, say 안녕히 가세요. Example: 내가 갈 때: 안녕히 계세요. 상대방이 갈 때: 안녕히 가세요.
